Candidate Biographies
The following candidate biographies have been provided directly by the candidates for the 2025 General Municipal Election. Biographies posted in alphabetical order (by last name), and are published as they are received and have not been edited by the Town of Diamond Valley.
Ted Bain
After graduating from university, I chose a career of service to Canada. Selected as an Officer with Princess Patricia‘s Canadian Light Infantry, I served around the world and across Canada. Injuries on duty led to a Medical Retirement.
After leaving the Military, I was self-employed for over a decade and then, with my wife and daughters, founded and ran a successful business for 12 years before retiring from my third career. Alberta has been home now for over 35 years.
Retirement doesn't suit me, so after several “relaxing” years, concern over development led me to successfully run for Black Diamond Town Council in 2017 and 2021.
Prior to amalgamation I studied over 60 academic papers on various aspects of amalgamation in Canada and around the world. After reading books on Municipal Government, I contacted the authors of three books and several papers and received their insights on amalgamation. The Town's 2024 Post-amalgamation Report states that there is still much work to be done to ensure maximum benefit. If elected I can provide insights on how other towns maximized efficiencies and cost savings, and help avoid costly missteps.
I have represented Diamond Valley citizens in many ways:
- Former Chair and current Vice-Chair of the West End Regional Sewage Services Commission, We recently completed a major upgrade that will provide waste treatment up to the latest environmental standards. We can now service our projected needs for the next 25 years.
- Through the Crescent Point Foundation I brought forward and supported Grant applications that provided $76,000 to local groups, including the Diamond Valley Citizens on Patrol, the Field of Dreams baseball diamond, the Oilfields High School sustainability program, and the Black Diamond skate park expansion.
- Former Director on the Sheep River Regional Utilities Commission, which supplies clean water to our citizens.
- Former and current member of our local Library Board.
- I arranged participation in the 100 days Radon Challenge. Free detector kits were distributed to all who applied. Results allowed residents to mitigate this cancer causing gas if needed.
In summary, I would bring a wealth of real world and local experience that I would be honoured to share.
My Vision
My vision is for all generations to afford and enjoy living in our beautiful,vibrant community for years to come. To do this we need to grow in a careful, controlled manner to adjust to a changing world. We'll either grow or stagnate.
I will encourage Developers to build housing for today’s smaller families and our aging population. I will also encourage affordable housing to allow our younger generation to remain in the area and newcomers to make an excellent choice to set down roots. I will strive to foster an attractive business climate to provide Local services and jobs without sacrificing our small town atmosphere.

Ashley Brosz
Hello Diamond Valley
My name is Ashley Brosz and I am running for town council. I have lived in Diamond Valley for nearly 10 years now with my husband and 4 wonderful children ages 4 ,6, 8 and 9.
What drew us to Black Diamond was the small town charm, a feeling of community and a feeling of safety to build a life and family.
I worked at ATB Financial for 14 years, starting as a teller, moving into personal lending and eventually working my way into the Business and Agriculture team. In 2023 I decided to step away from the corporate world to start a day home business, giving me the flexibility to raise my children while still engaging in meaningful work. In my spare time you will probably find me at the hockey rink as all 4 of my children play! My passion for watching them grow and love the sport brought me to taking on many active roles within the association. I’m currently Intro To Hockey Coordinator and Fundraising Director for the High Country Minor Hockey Association. One of my biggest accomplishments within the association I’m particularly proud of is organizing a 400 person Hockey awards ceremony/Gala for our athletes, parents, volunteers and community members that hadn’t taken place in years. Watching my small idea for an awards night grow into something so meaningful has only deepened my passion for public service. It showed me how even one idea can spark something big and positive—and it’s fueled my drive to keep making a difference in our community.
I want to serve on town council to be a voice for young families to ensure their needs and perspectives are heard in decisions that shape our town. I believe it’s important that our council reflects not only different age groups, but also the different stages of life we’re all in. More diversity on council brings different views to the table, sees issues from every angle and opens our minds to new ways of thinking.
I’m committed to serving our community with passion, preserving the beauty and charm of our town so it continues to be a place where my children, and yours, can one day raise their own families. My first term focuses are
1) Economic growth while keeping our small town charm and values
2) strengthening Communication and Transparency between council and residents
3) Protect, maintain and Grow recreational facilities, green spaces and Community spaces. The 3rd is particularly near and dear to my heart as the mother of a young family.
My platform is ready with much more details and I am excited to start sharing it with all of you. At the end of the day, I’m an everyday person who simply wants to make a positive difference in our community and help create a better future for our kids in Diamond Valley

Curtis Dixon
Grounded in Experience • Driven by Community • Focused on the Future
Curtis Dixon has proudly called Diamond Valley home since 2014, when he and his wife Kim moved from Calgary to raise their daughter, Abby, in a close-knit, small-town community. Since then, they've built a life rooted in connection, safety, and shared values. As homeowners, they take great pride in their home, yard, and neighborhood — always willing to lend a hand when needed.
From 2015 to 2020, Curtis and Kim owned and operated a successful restaurant and food service company in Turner Valley and Black Diamond. That experience gave Curtis firsthand insight into the challenges facing local business owners and the importance of supporting a strong local economy.
Curtis’s wife Kim is an Educational Assistant at Oilfields High School, and their daughter Abby is currently in Grade 8 at OHS. These connections keep Curtis in tune with the needs of families, youth, and educators in the community.
Curtis holds a degree in Communications Engineering and was recognized with the CTTAM Award for Academic Excellence. He also served as President of the Assiniboine Community College Students’ Association and was acknowledged by the Manitoba Lieutenant Governor for his leadership.
With over 25 years of experience in IT, communications, and network engineering, Curtis currently works as a Field IT and Communications Analyst with Caledonian Midstream Corp. at the Quirk Creek Gas Plant.
One of his most impactful roles was as Director of Technology during a large-scale school division amalgamation. He led the implementation of a long-term technology system serving 14 communities — an experience that shaped his understanding of coordinated growth and strategic planning.
Curtis brings a strong history of local involvement and community leadership:
- Town Councillor, Turner Valley (13-month term, pre-amalgamation)

- Led the creation of the Turner Valley Dog Park
- Narrowly missed a seat on the new amalgamated council — falling short by just a few votes.

Vision for Diamond Valley
With his direct experience in the amalgamation process, Curtis brings a steady, informed approach to council. His key goals include:
- Guiding the ongoing process of amalgamation, using his direct experience to help the town stay focused and on track
- Balancing service levels with fiscal responsibility, ensuring taxes and service fees remain fair and sustainable
- Investing in affordable, long-term infrastructure solutions that support our residents now and into the future
- Planning for steady, phased community growth that preserves the small-town charm we all value
- Protecting natural resources, including water managment and green spaces, through long-term, responsible planning
- Fostering a culture of collaboration in town leadership, where respect, transparency, and teamwork are the norm

Tarina Ek
Tarina Ek is a newcomer to politics, bringing fresh new and exciting ideas to the table.
She enjoys the outdoors and is very passionate about nature conservation and preserving the incredible land that surrounds us which she has grown to love. She hopes to secure the prosperity of our town.
Helping others is always her priority. Volunteering wherever she is needed like bringing food and other essentials to people in need, working with the blind among many others too numerous to mention. She aspires to be a light for all who cross her path.
Being a voice for the people is very important to her and she believes everyone deserves to be heard.
Her grassroots campaign is based on supporting the local citizens that grew up here and preparing the town for healthy growth and newcomers.
She has organized her own petition regarding the cell tower that was going to be built on main Street next to the post office collecting almost 500 signatures in 2 weeks.
She believes in supporting local and has therefore sourced everything regarding her campaign locally.
She brings energetic and inspiring enthusiasm to our growing community and is excited to serve you as a council member.
Colin Fleming
I’m a proud father of three, husband of 18 years, and a third-generation Albertan who has called Diamond Valley home since 2018. Having moved here for the small town feel and proximity to nature, our community is where I have chosen to raise our family. With over 30 years of experience in Fire and Life Safety and a background in construction, project management, and business development, I bring practical skills and proven leadership to the table.
As a small business owner, I ran Rollick Co., an outdoor-focused retail store in Diamond Valley for five years, giving me firsthand insight into the challenges and opportunities facing local entrepreneurs.
I am actively involved with the Foothills Lions, where I’ve served for four years, and previously contributed to the Black Diamond Parks & Recreation Committee. I also led the $250,000 fundraising effort that built the C. Kendrick Memorial Skatepark, creating a legacy recreation space for our youth. As a lover of sport and former rugby player, I am proud to be a part of the Oilfields High School Rugby Team coaching staff.
I’m running for Diamond Valley Council because I believe in sustainable growth, municipal fiscal effectiveness, and inclusivity. By working together with accountability and transparency, we can strengthen our community and ensure Diamond Valley continues to be a place where families, businesses, and community spirit thrive.

Since moving to Diamond Valley in 2014 to care for my parents, I’ve been quietly working to shape our town’s future, bringing global experience, a local heart, and a deep commitment to service.
My journey began with a simple community cleanup. That day, I didn’t just pick up debris; I picked up stories, history, and a sense of purpose. I learned that real change starts with showing up and listening.
As your councillor, I’ve focused on:

Cindy Holladay
Thank you for taking the time to learn more about all the candidates! I'm Cindy Holladay, and I have had the privilege of serving as a town councillor for the past eight years. I am passionate about the future of Diamond Valley and remain committed to working hard on behalf of our community.
As a 13-year resident, I have loved raising my four children here. Now, with my first grandchild on the way, I am even more focused on the importance of building a thriving town for future generations. My husband, James, and I have been married for over 25 years and are active in local basketball, school, and church groups. I love small-town life, and being close to the mountains and the Sheep River. We are fortunate to live in such a beautiful place.
I hold a Bachelor of Commerce degree from the University of Alberta, with a major in accounting. I began my career at PricewaterhouseCoopers in their Financial Advisory Services group, specializing in dispute analysis and investigations. My focus was forensic accounting, and I earned my designation as a Certified Fraud Examiner. Over the past eight years on council, my financial expertise has helped as I have worked hard to improve the budget process, prioritize spending, and ensure our infrastructure is properly funded.
My top priorities are the essential services residents depend on. As a Director of the Sheep River Regional Utility Commission, I have pushed for long-term planning for our water licenses and treatment capacity. As the Chair of the Westend Regional Sewage Services Commission, I have helped secure additional grant funding for wastewater upgrades. I have built relationships as a member of the Intermunicipal Committee, working to negotiate a fair deal for our emergency services. I have also served on the Municipal Governance Committee for Alberta Municipalities, where I enjoyed sharing our successes and learning new ideas from across Alberta.
Over my two terms, I feel a lot has been accomplished—with much more to come. Service improvements like curbside recycling, new parks and trails, numerous major infrastructure projects, the completion of a new development plan, and of course, amalgamation. I look forward to more years of consistent investment in infrastructure and new initiatives to ensure our services are efficient and attract investment into our community.
I don’t shy away from tough debates, and strive to respectfully explain my position so people understand the reasons behind my votes. I’m ready to hit the ground running with a solid knowledge of the municipal process and how to get things done. I have a proven track record of dedication, teamwork, and focusing on what is best for residents. I am excited about the future of our community, and I would be honoured to continue serving for another four years as a councillor for the Town of Diamond Valley. Thank you for your vote!

Tom Kirk
My name is Tom Kirk, and I'm a proud member of this community. I was born and raised here and graduated from Oilfields High School.
My wife and I have been married for nearly 30 years, and together we raised our children as a part of this community and now I get to see the next generation starting as we were blessed with our first grandchild recently. Family, commitment, and loyalty are the foundation of who I am. These values carry into every part of my life, from business to volunteer service, and now into public leadership.
I grew up in our family business, learning how to run it successfully and grow it to new heights. That experience taught me the importance of hard work, financial planning, and accountability. To me, strong leadership means being practical, transparent, and responsive to the needs of the community.
Service for others has always been at the heart of what I do. For more than 24 years, I have volunteered as a local firefighter, working shoulder to shoulder alongside a dedicated team to protect and serve our community. I have also been active with the Alberta Fish and Game Association, serving as a Boy Scout leader. Each of these roles have given me the opportunity to give back.
Though I’m new to the political field. I’m confident in my abilities as a leader. My promise is simple: I will listen to people, be transparent and help make decisions that are best for our community.
I believe in controlled growth that helps families and benefits businesses, creating jobs and bolstering our local economy, careful spending that respects taxpayers, and making sure our community and recreational facilities remain strong and accessible for generations to come.
If elected, I will work collaboratively with the team you, the voters, have chosen. I will work hard to keep this community the kind of place we are all proud to call home. Hazel Martin
My name is Hazel Martin, and I was born and raised in Diamond Valley. After finishing high school, I began my career in the oil and gas industry, where I met my husband, Gene. Together, we put down roots here and raised our three children in this wonderful community. We have 2 grandchildren who now call Diamond Valley home.
I have been an active volunteer in Diamond Valley for over 40 years, contributing to sports teams, school councils, church boards, and community events. Some of my recent key community initiatives include:
- Boosting Local Business: As a committee member of the Town of Diamond Valley Library Board, we partnered with Community Futures to host How to Start a Business in Diamond Valley (2024).
- Powering Up Sustainability: As a member of the Solar Panel Power Project Committee, we worked together with the Library Board and the Town to secure $100,000 in grants and donations for rooftop solar panels at the Library (2023–2025).
- Promoting Local Artists: Serving as an executive member of the Sheep Creek Arts Council, supporting local arts and artists (2018–present).
- Bringing Culture to Life: supporting Alberta Culture Days through committee work, including art shows, family activities, free creative classes, and National Indigenous Peoples Day celebrations (2024–2025).
I had the privilege of working for the Town of Turner Valley for over 25 years, beginning by reading water meters, then organizing community events, and finally supporting the administrative team in various roles before retiring.
I was first elected to the Town of Turner Valley Council in 2021 and then re-elected in 2023 to serve on the amalgamated Council for the Town of Diamond Valley.
For the next term, my priorities are:
- Maintain Taxes: Ensure responsible spending while maintaining essential services.
- Create Connected Pathways: Build safe, continuous walking, biking, and running routes for residents to enjoy.
- Establish an Infrastructure Fund: Create a fund to repair and replace aging infrastructure, roads, and community facilities before issues arise.
